Air Force civilian appraisal program on horizon

Barksdale Air Force Base, Louisiana, will implement a Department of Defense-mandated civilian appraisal program beginning April 1, 2017, to provide a fair, credible and transparent way to link employee bonuses to performance appraisals.

 

The DOD-wide Performance Management and Appraisal Program, DPMAP, is part of the DODs labor management effort for civilians known as New Beginnings.

 

“Our Airmen, including our civilian Airmen, are critical to accomplishing the Air Force’s mission,” said Secretary of the Air Force Deborah Lee James. “New Beginnings focuses on institutionalizing a culture of high performance through greater employee-supervisor communication and accountability, increased employee engagement, transparent processes, and improved capabilities in recruiting, developing, and rewarding our workforce.”

 

Since 2010, dedicated teams of individuals from across the DOD, both labor and management, researched and developed the New Beginnings initiatives.

 

“This new program will bring some administrative changes, but the key tenet of our current civilian evaluation system will be retained--individual performance will be linked to organizational mission and goals, and will ensure continuous communication and recognition between employees and supervisors,” said Kristina Smithson, 2nd Force Support Squadron civilian personnel chief. 

 

All appropriated fund civilians assigned to Barksdale, with the exception of the intelligence community, Defense Civilian Intelligence Personnel System and those appointed in the Senior Executive Service, are being asked to complete a web-based training by Jan. 31, 2017. The training can be found at http://jko.jten.mil/. Course numbers are PM101A for part one and PM101B for part two.

 

DPMAP is a three-tiered performance management program with the rating levels of “Level 5 –

Outstanding”, “Level 3 - Fully Successful” and “Level 1 –Unacceptable.” Assessments will contain multiple element of evaluation and each will be given a rating that corresponds to these levels. The overall rating will be calculated by taking the average of all the element ratings, resulting in the final overall rating – outstanding, fully successful or unacceptable.

 

A town hall briefing to the civilian workforce and their supervisors is scheduled for 9 a.m., Dec. 7 at Hoban Hall.

 

The first annual evaluation in the new system will take place April, 2018.
