Barksdale HPCON ALPHA Guidance

* On-base mask wear is optional

Mask wear in 2d Medical Group Clinic is optional, with the following guidance:
- Patients and employees who have upper respiratory symptoms will still be required to wear a mask.
- Healthcare workers who have had COVID and have returned to work must wear a mask until the 10th day from when they began to have COVID symptoms or tested positive (if asymptomatic).
- All other who chose to wear a mask are encouraged to do so.

Current Base Guidance

Face covering requirements when inside BAFB facilities are in accordance with the CDC’s COVID-19 Community Levels guidance, and will use “Louisiana” and “Bossier Parish” to determine the community risk level via the following websites:

When Bossier Parish’s community level is listed as low, on-base mask wear is optional, except for,

When Bossier Parish’s community level is listed as high, the requirement for on-base mask wear remains in effect. 2 BW leadership will actively communicate changes to COVID-19 community levels and associated mask wear requirements.

COVID-19 Reference Information

Symptoms
- If you have symptoms consistent with COVID-19, DO NOT report to work. DO NOT walk-in to the clinic. Stay home and contact your primary care manager (PCM)/healthcare team (if empaneled at 2 MDG, call the Appointment Line at 456-6555 or you may seek testing off-base. Visit https://ldh.la.gov/page/3934 to learn more about no-cost testing options).
- Your PCM and/or healthcare team will assess and determine if testing is indicated and will provide instructions for testing.
Seek emergency care immediately if...
If someone is showing any of these signs, seek emergency medical care immediately:
- Trouble breathing
- Persistent pain or pressure in the chest
- New confusion
- Inability to wake or stay awake
- Pale, gray, or blue-colored skin, lips, or nail beds, depending on skin tone
- *This list is not all possible symptoms. Please call your medical provider for any other symptoms that are severe or concerning to you.
Call 911 or call ahead to your local emergency facility: Notify the operator that you are seeking care for someone who has or may have COVID-19.
On-Base Testing
- If tested for COVID-19 on base, remain home until you receive a confirmation (PCR) test result. A confirmatory test is not performed if antigen test is resulted as positive.
- Isolation and Quarantine are currently recommended by the CDC
- Those with symptoms will get an Antigen and PCR test. If Antigen is negative, a confirmatory PCR test will be performed and you MUST remain in quarantine until the PCR test has resulted and cleared by PCM team if not identified as a close contact.
Off-base and At-Home Testing
- If you test positive for COVID-19 please remain home and contact your supervisor. Be advised that the Public Health Emergency officially ended in May, therefore Public Health is no longer tracking cases. Quarantine and Isolation are now CDC-recommended voluntary measures.
- If you tested negative on an at-home test but are still experiencing symptoms of COVID-19, contact your PCM, following the above guidance under "SYMTPOMS" to determine if confirmatory testing is necessary.
Isolation and Quarantine
Quarantine: Those identified as meeting close contact criteria with a confirmed COVID-19 case or with a pending COVID-19 test(s). Remain home for duration of quarantine until officially cleared.

Isolation: Individuals who are identified as probable or confirmed COVID-19 cases. Remain home, implement contactless meal and hygiene routines, separate from any shared household members and disinfect surfaces after use by the isolated member where sharing cannot be avoided (single bathroom homes, etc.) for the duration of isolation until officially cleared.

Duration, permitted activity, and testing/re-testing requirement will vary pending symptom and vaccination status. Please refer to the CDC website with any questions or concerns (https://www.cdc.gov/coronavirus/2019-ncov/your-health/if-you-were-exposed.html)
- All positive symptomatic cases will isolate for a minimum of 5 days from when the symptoms began. If after 5 days symptoms are resolving, and there is no fever (without use of fever-reducing agents), you can return to work on day 6. You must wear a mask for the remaining 5 days.
- Positive asymptomatic cases will isolate for a minimum of 5 days from their test date. If still asymptomatic after 5 days, you can return to work on day 6. You must wear a mask for the remaining 5 days.
- Those assessed as close contacts may have to quarantine for 10 days
  - If you have been boosted, or
    - Completed the primary series of Pfizer or Moderna vaccine within the last 6 months, or
    - Completed the primary series of J&J vaccine within the last 2 months:
      
      Then, wear a mask around others for 10 days, get a test on day 5
      
      You do not have to quarantine during the 10 day period
      
      If your test is positive follow the guidance for symptomatic patients.
- If you completed the primary series over 6 months (Pfizer, Moderna) or 2 months (J&J) ago and are NOT boosted or NOT vaccinated
  - Then, stay home (quarantine) for 5 days. After that continue to wear a mask around others for 5 additional days.
  - Test on day 5
    - Base personnel remain home until receipt of negative test results
Mitigation
- Vaccination, hand hygiene, and compliance with the latest COVID-19 Installation Policy Guidance for social distancing, mask-wear and on/off base activities.
How to obtain a COVID-19 vaccination or booster
The vaccination is available every day by appointment from 0730-1600 Monday through Friday, and 0930-1600 on Wednesdays. Appointments can be booked through the appointment line at 456-6555.

All members, including eligible beneficiaries may seek off-base locations for the COVID-19 vaccine here: https://www.vaccines.gov/search/.

Members who were vaccinated off base should bring proof of vaccination documentation from the off-base facility to the 2 MDG Immunizations Clinic from 0730-1600 Mon-Fri (0930-1600 Wed), to have it added to your DD2766C record.
