McDonald was visiting Barksdale as a member of the Air Force Installation Excellence Selection Board, which evaluates Air Force bases under consideration for the Commander-in-Chief’s Installation Excellence award. The award, which recognizes outstanding and innovative efforts of the people who operate and maintain U.S. military installations, is presented annually to one installation from each branch of service and is the highest award a military installation can receive.
